Computer Won't Boot Up.

I'm running Windows XP on this machine.  When I turn on power, the front panel lights up, fans run, but I don't get even a single start-up beep.  Nothing shows up on the monitor screen to indicate that the machine is booting up. I have managed to get the machine to work temporarily by reseating various connectors, but it always shuts down or locks up when I right click on "Start" in the lower left screen corner in attempts to access the "Explore" feature. Is this likely to be the power supply?  What about the BIOS chip.  How about some other problem with the motherboard?
