Apllication Panel

how do I setup my application panel buttons on my fujitsu E8420 laptop-----I used to have button 1 setup for Internet explorer and button 2 setup for outlook emails but since my computer was restored and reconfigured and cleaned up by a tech it is working fantastically now but I have lost the ability to use the application-----Thanks
