What causes this error and who and how is it fixed?

There is a firmware upgade posted (10/30/2009) and a host of Windows 7 drivers and utilities available depending on your version of Windows 7 (32 or 64bit)

Have you applied the firmware update? http://www.usa.canon.com/cusa/support/consumer/printers_multifunction/pixma_mx_series/pixma_mx850#DriversAndSoftware

Then try reinstalling the drivers and necessary utilities from Canon. Uninstall the printer and any Canon applications and reinstall.
