Both the upper and lower felt/rubber strips need to be replaced. over time the rubber strips lose shape or elasticity which results in breakdowns of a number of switches. The recommendation is that if a few keys have gone, there is a high possibility that the rest of the switches have had the same amount of wear and advise a replacement of the entire key bed.
