Getting Popup Low Disk Space On Windows Drive C 0mb Unable To Remove Any Program

I tried to remove several programs I don't use willing allow the removal. Tried lowdisk space removal tool and it calculated what it can find I then select which ones I want removed sais it's removing data then restarts and nothing has changed . Same low disk space drive C alert Pop up.
