The Touch Screen Has Stopped Working.

Is there a way to turn it on/off?

I posted the question - no helpful answers. I turned tablet mode off and then on again in notifications and have touch screen working perfectly again

There's no way to turn it off so unfortunately this is likely a hardware issue. I recommend calling Toshiba customer service at 1 (800) 457-7777. They'll be able to walk you through some troubleshooting or start an RMA if it's still under warranty.
