Oven & Broil Elements Not Heating

Whirlpool oven rps305pds16 has power but neither element will heat up. Control panel seems to work fine. Oven & broil function on control panel work but will not heat.Continuity of thermal fuse tested ok. Over the last several years on at least 3 different occasions elements would not work. After shutting off power at the breaker box and turning back on element would start working again. This time, that does not help.Would this be a bad control panel?
