Motion Flow (soap Opera Effect) Won't Turn Off

so I have gone into the settings both in main tv mode and also in the smart hub and turned the motion flow setting to OFF but it's not turning off and the picture still has the soap opera effect.it makes the tv unwatchable, any help would be greatly appreciated.
