Power Issues Says In Power Safe Mode?

its a dell model number dcsm dimension e310 running windows xp when i turn it on the screen will say its in power safe mode hit power button on pc or hit any key on keyboard or mouse,and lights 3 and 4 are on i do what the screen says nothing happens

From your description, it appears to be memory issue. You can try the below steps,

  • Disconnect the power to the system.
  • If you have two or more memory modules installed, remove the modules, reinstall one module, and then restart the computer. If the computer starts normally, reinstall an additional module. Continue until you have identified a faulty module or reinstalled all modules without error.
  • If available, install properly working memory of the same type into your computer and check.
