Why Is The Bobbin Thread Only Showing On The Top Of My Project?

I have cleaned and rethreaded my machine several times. I have tightened the bobbin thread tension as far as it will go.  It was working fine until I ran out of bobbin mid way thru my project. I have done this before and I just cut the thread, remove the hoop, replace the bobbin, reattach the hoop, reverse a few stitches and go on...  this is the first time the bobbin thread hasa become a problem.  No matter what I do now, the bobbin thread is all I see on the top of my project.
