My Remote And Control Board Are Both Prohibited I Do I Unlock?

There is a public mode available on this TV. It may have been triggered by a power surge or something. However if you refer to section 5 and 6 of the service manual available here it explains how to reset all the functions. This mode was for retailers to be able to stop customers changing the TV settings.
