Replaced Lamp And Ballast But Tv Still Not Working Any Clues?

We have an HLS6165wx projection TV. we replaced the Ballast and the lamp TV acts like it is going to come on but then the fan shuts off and nothing happens. Lamp light and he red light at the bottom just contiue to blink.

Usually with projection tv's the lamp is the problem but it's been my experience with samsung to be PS failures due to blown capacitors. Go here for more info & guidance to see if this is your problem.
