Stuck In Clock Set Mode

Goes to clock set mode when radio is turned on. Can set hours but can't set minutes.can't use CD player or radio until clock setup is completed

There is no reset mode to this unit, with the exception of the below comment:

Leaving the unit unplugged for over 1 week, will cause it to loose the memory presets(stations).

Other than that, you will need to have the microprocessor IC replaced. There is nothing else that can effect this issue. A stuck button, etc. will lock up the micro, and no functions will work, as the micro will not act on any new commands with any button jammed on the remote or the unit.

My only suggestion is what I wrote above. Leave it unplugged for a week, and hopefully, it will loose the memory of this issue. Past that, it will need a qualified bench repair by a tech specializing in audio.
