Preheat Issue

After a recent self-clean cycle, the oven take twice as long to preheat now.  Sensing rod is ok at 1088 ohms, heating elements are okay at 28 ohms.  I have 240 volts at elements.  During preheat the briol element cycles on and off every 20 seconds or so.  However, the bottom element cycles on and off every minute or so.  I think it should be on all the time during preheat.  Do I have a bad control panel?
