Kp-51ws510: Weird Red Outline Fuzz?
My TV started to have a weird red outline fuzz. It started to come and go now it doesn't go away? Is this a Tube or a computer board issue?

If it's the tube, then likely if you turn down the brightness it will disappear. If it's a signal board problem then it will remain. This problem is hard for me to picture, and it could be that you are describing a convergence issue. It would be better if you was to take a picture or two and attach it to your questions in the future
