Should I Finalize My Dvd After Formatting Or After The Dvd Is Full ?

should i finalize the dvd after formatting or after the dvd is full of video recording?

You should format your external media before you save anything to it. Generally speaking, if you format afterwards, you will lose whatever is on the DVD.
