The Samsung ML-1640 printer is not turning on. It may be due to the power cord being unplugged or faulty. Check the power cord to see if it is plugged in correctly and is not damaged. If the power cord is plugged in correctly and does not seem to be damaged, then there may be a problem with the printer's internal fuse. Replace the fuse with a new one.
