Ok, then that's going to be a problem with the temp sensor itself, which is the small metal rod mounted down on your pilot. It's there to pick up the flame and send a signal to the control board to keep the pilot lit and the valve open. If the sensor is bad or corroded it will give you that error. Normally if the sensor is just dirty, the heater will still fire up but then immediately go out on you.
The only other possibility is the circuit board itself, which is what this is beginning to sound like. If it's going directly to ignition lock out and isn't even trying to fire up, it's going to be a problem with the circuit board itself. Now there is only one other thing you could try and that would be a board reset. If you cut power to the heater, then remove the top access panel and lean it out towards you, you'll see the backside of the circuit board. On the board is a reset button that will clear the boards memory and fault codes. Push the button in and then try the system again to see if that solved the issue, if not, I'm afraid you're down to the board as the cause of the problem.
