i have looked everywhere and can't find the code for a repeating 8 blinks

Philips says:

If the LED light on the front of the set blinks but does not turn on when you press the POWER button on the remote or side/top of the set you may contact our Customer Care Center for information on locating an authorized servicer.

You didn't say that the TV doesn't turn on, but even if it does you may want to call Philips, as I can't find another solution. Use the contact information here--https://www.contacthelp.com/philips/customer-service.
