Where Is The Reset Button
won't turn on . I heard there was a reset button . I can't find it.

There is no reset button. You can follow the instructions at this manual page: https://www.manualslib.com/manual/1073756/Insignia-Ns-P11w6100.html?page=6&term=reset&selected=2--but that won't help if your tablet doesn't work at all.
Make sure that the battery is fully charged. If the battery is too low, your tablet will not turn on. Connect your tablet to the power adapter and fully charge the battery.
