Uh60010 Has No Suction...by Design?

I noticed that the new vacuum we bought doesn't pick stuff up from the floor. We took it apart and checked the hoses, thinking ther was a leak. We discovered a plastic wall that fits right over the inlet, behind the vacuum housing behind the rotating brush. It appears as if this block was built intentionally, and might flip up to allow suction in the proper setting, but I have so far been unable to make it move. The vacuum used to work properly, because we observed a twisting wirl-wind inside the bagless recepticle the week before, but something must have happened to it to permenantly close the valve. Or I simply don't know how to set it up properly...
