Machine In Restart Loop

Never gets to BIOS boot - front lights lite up for 3 seconds, machine turns off and then back on.  and so on and so on

Sounds like bad RAM or a bad CPU.

Try removing all but one stick of RAM and see if it boots.  If not swap in a different stick.

Try clearing CMOS.

If you have one try another CPU.
