I Have Xps 710 Doesnt Come On After Shutdown

it has a 750 watt psu . cpu tests perfect ram mobo all testing great but when shutdown it will not boot for several hours and only if i shutoff my surge strip then wait about 4 to 6 hours then when i turn on the strip it will boot sometimes does any one have an idea what is up with that
