Photos Washed Out

I scanned some 35mm slides recently with great success. But then I had a very difficult time scanning regular photos. I restored my computer to an earlier date and that fixed the problem. Now I'm getting very washed out scans from some of my regular photos (see attachment). The top photos were scanned with my Canon 8400F. The bottom photos were scanned with another scanner (with some minor color adjustments). I've tried various adjustments for scanning (with ArcSoft), but nothing helps. I'm losing a lot of definition, like the stipes in the blue and white dress, and facial features. Any suggestions that will help me? Thank you.
