If you are using a repeater you may be in an area where there is alot of adjacent channel interference. If the operator of the repeater isnt keeping it up well you can get crappy signal.
For direct radio to radio communications you almost need to be line of siight. The higher the frequency the worse the distance will be which is why up here in the Sierra Nevadas where I live the local authorities still use HF and VHF low band on their mutual aide radios. Those frequencies travel the farthest.
Keep in mind also that most business radio frequencies are shared. There may bre another company using the same channels. The "privacy guard" only keeps you from hearing them but if both of you try to transmit at the same time the result is a loud bar on Friday night, no one can be heard unless you are really close together.
Make sure your batteries are at full charge to optimize the power the transmitter can put out.
