Since the touchpad was not a native Android device(it was WebOS before HP discontinued it), it never had a official Android build. But this device is well supported by modding communities, so the rom support while widely available, still comes from unofficial sources. So little glitches like this are expected and since it is not an official rom, it's hard to troubleshoot it considering the rom you are using could come from a myriad number of sources. That said, I've linked to the XDA page for you below, take a look there, people are really helpful in there....you may need to flash a new working rom that had the camera issue fixed, or change the kernel, but whatever it is you will find guides and downloads and people to answer you there.
