Descreen No Longer Effective

For years I have scanned pictures from old yearbooks. I did so as late as six months ago. I always used descreen to get rid of the ugly stuff in the picture. Now descreen does not work. HP Photosmart Essential appeared. I tried using it but the ugly stuff still prints on my HP 5200 but not on my HP 1600. The 1600 is too expensive for me to use on these projects. Why is descreen no longer effective? I read some place to click on decreen twice. What happened? Never had to do this before. Even then it does not work. Please help me. I have about 150 pictures to scan and the the project is due soon.
