The Dell Precision T7400 Second Processor Wont Boot error is usually caused by a hardware issue. If the processor is not seated properly, the computer will not boot properly. The steps to diagnose this problem are as follows:

- Open the computer case and remove the second processor. Make sure that it is seated properly in its corresponding socket on the motherboard.

- Replace the second processor with one of the original processors and try to boot up.
