If you win an item ebay will send you amessage telling you that you have won and that you need to pay for it. You will be asked to verify and send payment. Pay pal should send you amessage saying you payed. If in doubt go to paypal and see if the funds were withdrawn.

No. The seller sends you an invoice and/or eBay sends you a notification that you won, with a big yellow button that says Pay Now. In either case, you will be notified when it's time to pay, and there will be a link to login to PayPal and do that.
