Is The Chute Supposed To Be Real Loose At The Base?

I removed the mounting screws and set the chute in place. I put the screws back in and tightened down but they only go so far causing the chute to be wobbly. I didn't see anything in the manual saying "oh by the way this is normal". Please advise. Thanks
