My Troy Built Horse Tiller, Tiller Attachment Worm Gear Has Wore Out

I have a troy built tiller horse model 12056 I purchased it new the tines attachment seals have been leaking for a year's I desired to replace the seals when i pulled the housing apart it was full of bronse shavings the worm gear is shot I have to think that it is due to bad manufacturing or in proper assembly buy the manufacture I need to rebuild it but the way it is manufactured the new gear wiil wear out the same because the worm drive gear has play and won't stay centers on the worm gear! What would be the best way to address this problem?
