Replacing The Starter Housing On A Tb6044xp Line Trimmer.

I'm replacing a starter housing on my tb6044xp. There is a plastic toggle on the fan. Do I have to have this in a specific position to install the housing?Also, the machine screw at the top of the housing was difficult to remove and appeared to have lock tite on the threads. Is lock tite needed for reassembly?
