I Have A 12 Inch High Blackout Across The Width Of The Tv Is It Done.

Is it along the top and bottom of the screen? Have you checked to ensure you are in the correct viewing mode (wide screen will sometimes have a bar going on top & bottom of screen)?

Try power cycling the TV: turn it off, unplug it and leave it unplugged for a few minutes. Plug it back in, turn it on & restore settings to factory defaults.

Still experiencing issues: I would recommend seeking service repairs, and if necessary, replacement options.
