Stitches Do Not Have Even Tension On Top And Bottom Of Fabric

I have adjusted the tension higher and lower but cannot get the stitch to have equal tension, i.e. to look the same on top and bottom of fabric. Machine is new. Am using the needle that came in the machine. Machine and bobbin seem to be properly threaded and loaded.
