Why Doesn't My 3 Tb Expansion Drive Work? Because I Am Using A Windows 10 Pc?

I just receive a new 3TB expansion drive from amazon. When installing it I cannot make thit come up or do anything. Does it work with win10?Why am I not able to install this drive?
