Notebook Dead

have 18.6v power at charger end. yet it will not turn on. tried with and without battery plugged in. Is motherboard dead?

Unfortunately at this point I'd say the motherboard is the most likely culprit. It would probably be best to bring it to a local repair shop to have the problem diagnosed.
