My Tv Has Power And Sound But The Picture Just Show A Black Screen.
Do I need to replace the IP power supply board?

Sounds like you've done a little searching, and your question might be quite right, but there are other things that make more sense. The IP board is actually an inverter/power supply combo board. There are sometimes that the power supply section will continue to work and the inverter section fails. That will cause your symptom, as long as you have a completely black screen. The only way to know this for sure is to turn it on is a very dark room. Sometimes the backlight do actually light up, but if the "T-Con" fails there will not be any picture and the backlights will only slightly light up.
So you should turn it on it a very dark room and watch the screen carefully. If it stays black the point a very bright flashlight into the screen and look for evidence of the fact that there is still video present. If there is, then the problem is the inverter section not working. But before you change it with a new one you need to take the back off and look for bad capacitors and look for arcing evidence on both ends of both high voltage leads coming from the inverter section to the panel/lamp connections. look at this ad I have posted to show you what a bad capacitor looks like (bottom photo). http://seattle.craigslist.org/see/ele/2582416793.html
If you see the back light light up slightly, the the T-con is the likely culprit.
If you need the part numbers then post another question with the complete model code, serial number and version code from the sticker on the right side of the TV. This ensures the correct parts are used, since this model series has three or four different versions.
