Problems With Ryobi Sds60

My new Ryobi SDS60 rotary hammer only vibrates the bit and doesn't pound. Is that how it's supposed to work? I'm chiselling away concrete around my fireplace to replace with tile. This could take days if this is how this tool works. Is there a better tool or bit than the one it came with?
