Hi. Call barring is a service handled by your service provider or carrier. The default can be 0000. If that does not work, contact your carrier's support for further help.

Call bearing is normally used to block outgoing calls especially when traveling abroad where roaming charges/rates can be very high. You can alternatively flash a fresh firmware using the Phoenix Service software if you may.
