What Is The Pin-out Of The Dc-out Connector?
What is the pin-out of the DC-OUT connector? I can't find anything on it.

If you actually looked at the user's manual you referenced you'd see the DC-OUT connector in Figure C.1, directly adjacent to the DisplayPort connector. The asterix next to the description says it is for "NEC optional product attachment" but no detail is given. Other web sources say it is for 'future growth' but sadly do not give any additional information.

I have looked at the location you state.
This is the note alongside the diagram.
"* NEC optional product attachment (except PA301W). Do not use this connector unless specified."
If you have a different model that connector is not used and is likely to have no connection to it. The only way to see if has any voltage there is with a multimeter and measure the pins. However we do not know what voltage or what power is available from that port. It may possibly be for external speaker supply or attaching a tester for the display as a stand-alone when in the factory or field. We do not have a monitor to check that function, I'm afraid.

I bought a mating connector from Digikey to interface to the DC-OUT connector on my NEC PA271W. All I found on this connector was +12Vdc and ground. This DC supply is fairly anemic in that it can only source about 75mA before the voltage starts to drop (<1W). The other 7 pins appear to be disconnected as no signal was detected. There might be some setting in the software or OSD menu that enables some of these other pins but I did not explore that possibility.

I think you are under a mis-understanding. It is unlikely that a monitor has a DC-out connection. The relevant connections are shown on Page 5 of the manual link attached.There is a possibility of an Audio out connection on certain versions which you may have.

They consist of a USB cable, DVI to DVI. Standard VGA cable and a power cable.
There is no mention of a DC connection. Any of the information on the cables stated can be found by making a Google/Wiki search for the relevant connector.
Some pin-outs do vary but most conform to the standard specifications.
