Because [1] the previous owner (maybe even the retailer!) created one or [2] there's a built-in default. My advice is to contact the seller. If it was LG, use the contact information at https://www.contacthelp.com/lg/customer-service.

1: Turn on phone with Not Accepted SIM card.
2: A menu will pop up to Insert the code.
3: Insert the provided Master code/Unreeze code / MCK code and press OK
4: now your phone will ask for Network unlock code type in the network code.
5: Device is now unlocked.
