Kenwood Tk 3101 Issues.
These handsets came in a set for which I paid various prices for each one. The first one is flawless, but the second one is giving me problems. When I switch it on and press the PTT button, the LED constantly lights red and a beep plays, but no signal is sent. I would be open to hearing any recommendations, if anyone has any. I believe it functions somewhat since I was able to transfer a signal from the reliable radio to the problematic one (albeit slightly garbled).

Send them back if you purchased them brand-new and are experiencing a problem.
If you purchased them secondhand, you just learnt a worthwhile lesson.
When they are harms, most people seldom get rid of anything until there is a problem with them.
Whether it has a dead battery or is garbage,
My two recommendations would be to either A - take it to a two way radio store and have them put it on their service monitor because you bought a walkie talkie, you don't have much knowledge with radios, and you don't have any test equipment.
If the manufacturer still supports that model, option B is to send the items back to them for repair.
