Phone Not Reading The Sim Card

my ipaq 612 phone can't read the sim card/??/ and the phone setting won't on?

If you can still access the settings, try to restore the device to its default factory settings. The settings can be found in the user's manual. Just follow the instructions in the user's manual. Here's the link to the download page:
