Hpt1100 Wont Cut Paper Sometimes.

Sometimes the plotter cuts the paper... sometimes it doesn't. It happens in ACAD and in ADOBE. I've tried changing the PC3 file but that didn't solve the problem. Any advice would be greatly appreciated.
