Why Does It Keep Turning On Side On Bottom Of Pool And Laying There

The most common reason is having a connector hose rather than the leader hose attached to the Navigator.  The Navigator comes with 9 connector hoses and 1 leader hose.   The leader hose is designed to attach directly to the Navigator.  

It is also possible the Navigator does not have enough hose.   As the Navigator gets to the end of the hose and it still has pool to cover it could lift off the bottom and go over on it's side.  You need to stretch the hose out (with pump off and Navigator disconnected) to the furthest point in the pool while attached to the suction sourse (dedicated line or Skimmer).  You need at least two extra hoses.  1.5 hoses is OK.

A third possibility is a return line pointed up towards the hose pushing the hose in the opposite direction the Navigator is traveling.
