Downdraft Stuck In Up Position

Downdraft vent stuck in up position. When down will rise, but will not return down. Removed switch to test wiresDC Voltage between wires to switch is 0 VDC. When measured independently to electrical outlet ground they are +10VDC adn -14 VDC.When trying to measure voltage on wires, engine 'clicks' sometimes like it is engaging for a split second.Switch operates fine with Infinite Resistance normally. Going to 0 Ohms when depressed.
