My New Gateway Is Having Issues, It Keeps Wanting To Restart And I Cannot Scroll

My new gateway windows 8 is having many problems. It is only 4 weeks old.  could I have a virus that is not protected by Norton.  It keeps wanting to restart and I cannot scroll down on it.

I believe that there is a malicious software running on your Gateway FX6800-01e computer. The program requests you to restart over and over again. Please if you can perform a full system scan, do it using your latest anti-virus software such as Norton. If this didn't resolve the issue, you should reinstall the Operating System.
