I figured it out eventually, and I feel like the proverbial blind guy trying to lead . . .
Actually, there's a Print button on the toolbar just above the document, and a big orange button above that on the right clearly labeled Download, both of which worked fine. In my defense, however, I didn't notice either of them the first time I opened the document possibly because they didn't show up the first time. I'm using Internet Explorer 9 and have had other problems with formatting on other web sites, so perhaps it wasn't all my own fault? Whatever --- it all works!
