Frs12pys1 Outdoor Unit Doesn't Run Then Code E6 Appears. Why?

FRS12PYS1 indoor unit seems to be fine, blows air, then code E6 appears on the display. Why? The air is not cold (Yes, it is on cool). After about 2-3 minutes the code comes on. When you go to the outdoor unit it is not running. Power seems to be going into both the indoor and outdoor units. Please assist. Thank you.

Replace the "outlet pipe sensor open/short circuit" to fix the error,
