I understand that the fan and compressor will not work in any cycle when you turn on your Frigidaire air conditioner, model# FRS12PYS1. I also see that you have cleaned the filters and reset the breaker with no success. Your appliance has “Compressor Protection”, which means the compressor can’t start for 3 minutes after it stops. Give your air conditioner some time, once you start it up, for the compressor and fan to come on. Your appliance is also designed not to blow cold air in “HEAT“ mode, when the indoor heat exchanger is either heating or possibly defrosting. If the coils freeze up, your appliance will automatically start defrosting, which can take up to 8 minutes. This will also cause the indoor or outdoor fan to stop running when in defrost mode. Again, when you turn your air conditioner on, give it some time to start cooling. It may be either in “Compressor Protection” mode or it could be defrosting. I ask that you please follow up with a comment on the post, at your convenience, to advise if further troubleshooting is needed or if your air conditioner status has changed successfully. Hope this is helpful.
